Is that an actual illo (promo or otherwise) for Dark Reign? Why would they go with such an obvious Final Crisis rip-off? I'm not a follower of Marvel, that may be an old, unrelated pic. Maybe DC swiped from that for Final Crisis...
Indeed, it is a promo ad for the Dark Reign / Dark Avengeres storyline. My guess is it is not really a rip-off, I mean, thunders and shadows have been around since forever in comic book covers, but it was in fact quite an unfortunate coincidence. Of course, the Marvel editorial should be more careful and keep an eye on what DC is doing. The DC Final Crisis poster was out almost a year ago. They had enough time to realize they were doing basically the same.
I think they all drunk too much bottles...
